I lived in Philly for years and this kind of crap was always brewing. This past year the mayor had to make a number of cuts due to financial issues in the city and guess what one of the biggest was: public swimming pools and public day camps at city rec centers. So the logical alternative was what the parents of these campers did- find an available pool and cough up the cash. I am guessing that when the public pools were closed, many of the (white) members tsked-tsked and said, 'what a shame'...but oh the horrors when these children showed up in 'their' club. Assholes.
